The Hawthorns will host the fixture between the two clubs, with West Brom taking on their first Premier League side since they were relegated to the Championship last season.
West Brom will become the second recently relegated club to play Palace in the League Cup this season, with Swansea City having hosted the Eagles earlier this week, losing 1-0.
Meanwhile Albion, who entered in the first round, have seen off Luton Town and Mansfield Town respectively, and will hope they can add a Premier League scalp to their tally.
