Because the Carabao Cup Third Round must be squeezed across a fortnight colliding head-on with the newly expanded opening matchweeks of the UEFA Champions League and Europa League the EFL have been forced to intervene.

To prevent total scheduling collapse, additional conditions have been drawn up by league officials.
Crystal Palace and the seven other top-flight sides competing in Europe’s top two competitions have been isolated into a dedicated bowl. Under rules confirmed by the EFL on social media, these eight clubs are barred from being drawn against one another in Round Three.
To accommodate the TV broadcast and logistical puzzle, a unique two-stage draw process has been established:
- The Pre-Draw: Prior to Wednesday night’s Second Round tie between Preston and Everton, a pre-draw will be conducted. Home or away status will be locked in for the eight European participants first.The English Football League
